Transcendent Cooldown & Superior Duration don't affect every item

Right now it seems like Transcendent Cooldown's item cooldown reduction doesn't affect the following set of items. Note that I've noticed that there's two different icons for item cooldowns so perhaps it's here to indicate that those items aren't supposed to be impacted by Transcendent Cooldown but it's pretty unclear, the items in bold are items with the regular icon so they either should be affected by it or the icon used isn't the correct one.

Gun Items:
- Spirit Rend: The Headshot passive's cooldown isn't affected

Health Items:
- Siphon Bullets: The passive's cooldown isn't affected

Mystic Items:
- Mystic Burst: The passive's cooldown isn't affected
- Quick Silver Reload: The passive's cooldown isn't affected
- Tankbuster: The passive's cooldown isn't affected
- Escalating Exposure: The stacking passive's cooldown isn't affected
- Mercurial Magnum: The passive's cooldown isn't affected


Likewise Superior Duration doesn't currently affect every item, there's some cases where I can understand why (like the Silencer's immunity duration or Healing Rite so that it doesn't reduce the healing per second -but in that case shouldn't it give extra seconds of the same healing per second?-) so, once again, the ones in bold are the most likely to be bugs:

Gun Items:
- Escalating Resilience: The stack duration isn't affected
- Silencer: The immunity duration isn't affected

Health Items:
- Healing Rite: The regen duration isn't affected
- Spirit Shielding: The shield's duration isn't affected
- Weapon Shielding: The shield's duration isn't affected
- Counterspell: The spell parry duration isn't affected
- Healing Nova: The regen duration isn't affected
- Majestic Leap: The barrier duration isn't affected
- Rescue Beam: The channel duration isn't affected

Mystic Items:
- Mystic Reverb: The delay duration isn't affected
 
Mystic Burst, Tankbuster, QSR and Merc mag are Charge-up items (therefore intended)

Siphon bullets, Spirit Rend and Escalating exposure are on a fixed cooldown/max frequency, they just use the same icon as regular cooldown for some reason which creates confusion.

You kind of already said this but it feels weird to add silencer immunity duration and mystic reverb delay to this list. These are not things to really want increased by your ability duration. If anything The silencer immunity duration should be affected by Transcendent Cooldown similar to mina's Passive.
