When you press Tab while looking at the Majestic Leap tooltip, to "See Details", it will show a panel saying that your Sprint Speed is being reduced by 0.8 and your move speed is being reduced by 2.72. Seeing as the item does not do either of these things (at least not in the constant way that the tooltip implies), this seems like a bug.
