Normally I would agree with you, but we've seen reverb applying to swap for ages before this change, and it's never rose past meme-build status. It should not be imbue-able if that is the intent, and the damage is still included for items like Focus Lens. The problem is that using the ability does not trigger Mystic Reverb at all, it should either be triggering Reverb or it should not be an imbue option. It is objectively broken in its current state, and it previously existed in the game with plenty of exposure such that "fixing" it likely would have made the patch notes if it was done with intent.So this is actually quite an old change. Yes, a change not a bug. This change was introduced a few months ago when they secretly added a few instances of what most games would call TRUE DAMAGE. Soul exchange is not the only instance of this. Instances of true damage are identifiable by the WHITE number that shows up when dealing the damage which confuses people because the number is orange on the "Outgoing Damage" readout. The instances of true damage that I know about are as follows: Soul Exchange, Fire Scarabs, Siphon Bullets, Focus Lens, Killing Blow, and the execute threshold segment of Guided Owl. Hope this helps people understand the intentionality behind this change.
I do agree that reverb should not be imbue-able on soul exchange, but it also has the same issue with fire scarabs as well as abilities that only do melee damage (calico 2, viscous 3, drifter 1 is only bonus damage). I assume that is because Reverb only takes into account spirit damage, not true or weapon, though it's not possible to test non-melee weapon damage sources on reverb due to it not being able to imbue on passives. As for the change's intentionality, the reverb-soul exchange interaction being disabled is clearly just a byproduct of the introduction of true damage into the game.
