For characters with AP upgrades that make an ability a charged ability, the recharge time and charge amount part of the tool-tip is ONLY shown once, the first time you upgrade that ability.
Once you no longer have the tool-tip blown up (by moving your mouse off the ability icon), the next time you will have the tool-tip for the ability, recharge time and charge amount will be absent.

the best i can give you is match id 72785033, at exactly 20 minutes in on the game timer.
normally if you have a skill that has charges (such as shiv's dagger) that is on cooldown, and you buy rapid recharge, you would be able to use those new charges without waiting for the ability to come off of cooldown.
now lets say you are Geist and you soul drain someone. when soul drain has 20 seconds left of CD, you level it to T3 and gain 2 new charges. you are unable to use those 2 new charges until that 20 seconds of CD has passed. If it worked like any other charge ability, once you level it to T3, you would gain 2 charges that you could use immediately while the third was on CD, but since it is a non charge ability that becomes charge you have to wait for the original 20 seconds CD to clear before it truly becomes a charge ability.
