Have not attempted to replicate bug yet, will attempt to confirm soon.
Playing Mirage, have 3x stacks on Holiday, upgrade 3 ability to T3 with stacks on Holiday. Upon reaching 4x stacks on Holiday I could not stack any further and the 4x stacks would not pop.
TLDR: If you level up Mirage 3 to T3 with stacks on an enemy hero the maximum stacks is registered at 5x but will not procede beyond 4x until they drop the stacks, denying lots of damage.
