Stats: 7% Ability Range, 7% Ability Duration, 7% Weapon Falloff Range
Description: Imbue a basic ability that does not have hard CC. Your bullets reduce the cooldown of the ability on hit, but you cannot gain fire rate. Bonuses to fire rate are converted to spirit empowering the imbued ability. The amount of cooldown reduction is based on your gun, similar to build up items, but at a reduced rate.
This item would help open up the possibility of actual ability carries later into the game, as heroes such as spirit Grey Talon are currently in an awkward position in that regard. Often times their damage is front loaded, but not enough to be target agnostic. Locking their fire rate reduces abuse cases as well as separating the item from merc mag and such.
Locking movement abilities out of being imbued may also be essential, as some of the more egregious outliers I considered were Mina 2, Victor 2, and Dynamo 2, but that would remove the interesting interactions with abilities such as Lash 2 and Yamato 2. Similarly removing interaction with abilities that grant invincibility would remove cool interactions with max Haze 2.
