Torment Pulse has an incorrect cooldown (1.0s, not 1.4s)

Torment Pulse has a 60bpm tick rate, which means it ticks every 1.0 seconds. Its cooldown is listed as 1.4 seconds, and Transcendent Cooldown is supposed to reduce it from 1.4s to 1.05s, but the item has a 1.0s tick rate regardless of purchasing Transcendant Cooldown or not.

This can be seen by:

1. Going to the hideout
2. Buying Torment Pulse
3. Standing next to the enemy bot
4. Using the "Tap BPM" feature of https://metronome-online.com/ to the beat of the pulses to see 60 BPM (1.0/sec)
5. Purchase Transcendent Cooldown
6. Same thing, it ticks at 60 BPM (1.0/sec)

Note that this will have implied changes on the DPS for the item without/with transcendent cooldown included.

Idk, I did exactly as you said but this is just not true for me. Even using the same website I managed to find out its base is ~43 BPM, which is exactly what is should be for 1.4s CD, and then Trans cooldown increased it to 60 BPM

I know what happened. They had no cooldowns toggled. the default no cooldown cooldown is 1 second
