Tankbuster not working with TCDR?

Title, Items like Torment pulse go down from 1.4s to 1.05s when Transcendent Cooldown is purchased. However, Tankbuster starts at 14s, and remains at 14s when TCDR is purchased. I tested manually in-case it was just the tooltip not updating, but it seems to be the same with and without TCDR.

Is this intentional from a past nerf (I started when the invite beta began) or a bug?
