Tier 4 upgrade to Tank Buster, giving spirit shred (or resistance ignore) which charges up.

As per title. Add a tier 4 upgrade path to mystic burst, which gives the imbued spell a shred effect which charges up. Could increase the % hp damage or reduce the time to charge as well.

The item could either apply shred (which should apply to the damage it does), or it could just ignore a percentage of resist.

Increasing the damage sounds pretty nice but it could be a bit too strong. I do consider 6% already a pretty good amount.
I'd say a max of 10-12% damage is reasonable.

Spirit shred works and fits in decently.

Could I suggest also applying Cooldown reduction to the imbued ability? I think that'd be nice but there's plenty of cooldown reduction already so idk.
