Tankbuster + Headhunter Healthsteal Rework ( / Restorative Shot upgrade??)

You don't need to read all this, I'm just yapping

Both of these items are kind of sad right now and I had this strange idea to try and bring them back into the race. Continuing to headshot / apply 165+ dmg hits of spirit damage will tick for the % of the bonus damage recharged (same way m.burst/tankburster work already) and the % of the max hp steal recharged, up to the 15% max steal per target.
I don't imagine the HP steal would stack if multiple people on the same team have the same item in terms of reduction, but everyone with the item would at least be able to gain HP as if it did.

I really like the way this design pans out because it maintains the burst, health-scaling damage of Tankbuster in a way that its still very impactful, but only up to that hard 12% limit, you can't just smash out some overwhelming amount of damage over and over, while still holding weight as a burst item buy with the flat damage. The HP not just being reduced but stolen also makes it a sustain buy, in a way that Headhunter was trying to be but I think will now feel much more impactful given the actual difference in health from what would have just been healing before is now doubled by that same amount being stolen from the enemy, albeit scaling from their max HP, not your own. I also like boon scaling on Tankbuster it just feels right to have a spirit damage option like that. Get Tankbuster early in your build and have it continue to scale in damage for your burst options while you go build gun for a bit, or the other way around for Headhunter, opens up options like that.

I also made this as an upgrade to restorative shot, which was actually my original idea that I kinda retroactively applied to Tankbuster because of the idea of making its damage HP steal, then Headhunter because of how similar it and Tankbuster are both in design and current viability. All the numbers are way off for this because I just abandoned it when I got the idea of the TB and HH reworks but I really like the idea of a Love Bites-esque burst damage buildup item like this, I want to make something else with this design.
