Frenzy should be a triggered ability that activates automatically when your HP falls below half. It should apply a buff with a duration and cooldown. This way, going over 50% HP won't make you lose the bonuses. You can also play around it by timing out the buff on enemies. The numbers would need some adjustment but I think this would make the item a lot more interesting and popular. As it stands, it feels like too risky an item to justify unless you're just crushing people with an unkillable tank anyway. It would make for more dynamic fights compared to balancing the item around a Victor running around at 35% HP for 20 minutes.
