Steam Input completely messed up

Not sure exactly when this started, but between when Apollo released and about 1 week ago, steam input seems to have completely broken down for deadlock in a variety of ways that combine to make controllers no longer usable.

When opening saved templates in the steam input menu, they will appear normally the first time I look at them, but then many of them will stop appearing any subsequent times I try to load templates.
Templates that do load only seem to partially function when in-game, action layers, sensitivity, and gyro seem to still work, but most game action inputs are not functioning at all. Notably, instead of showing the red flashing symbol underneath ability icons when no input is set to them, there is simply no symbol underneath when set to display controller glyphs, which I've never experienced prior to this problem.

This problem has persisted over multiple days, and through the newest patch released today, and no amount of fiddling with steam input even gets close to getting the game back to a remotely playable state, and the templates not properly saving and loading anymore has made approaching the menu itself too frustrating, so I'm at a complete loss for how to even try and play on controller anymore.
