Spellslinger is Bugged With Bebop's Sticky Bomb

Expected Behavior: Bebop places a sticky bomb, triggering Spellslinger, this buff then lasts the 18 second buff duration.

Actual Behavior:
Scenario 1: Bebop places a sticky bomb first, no spellslinger stacks are given at all.

Scenario 2: Bebop has 1 stack of spellslinger from using a different ability, then places a sticky bomb. This sticky bomb gives 2 stacks of Spellslinger BUT the stacks go away after 3.5 seconds once the bombs explode.

The problem is casting an ability when you're not considered "in-combat". This applies to pretty much every character in the game. In general when you buy spellslinger, you need to make sure you trigger combat before you cast your abilities cause otherwise you don't get stacks. Usually just means you need to shoot and hit an enemy first before casting, anything that you do that causes damage to them.

Also it has to be either a camp or an enemy hero, troopers don't put you in combat. (or maybe they do? but for a very tiny window, Id have to test more)

So if you just walk up to someone and sticky bomb is the first thing you cast sticky bomb, you'll get no stacks. Actually doing damage with the ability on them puts you in combat. In fact if you do the double bomb with echo shard tech, even though you cast 3 abilties with bomb+echo+bomb, because none of that does damage you're not considered in combat and you get no stacks.
BUT the stacks go away after 3.5 seconds once the bombs explode.
Can you give more detail on this scenario? If you're in combat and cast sticky bomb, it should give you a stack and refresh the timer.

Oh good call on the "in-combat" bit, didn't realize it had that. I'm now realizing it seems my sandbox was bugged for a bit? I tried to recreate the scenario and it's now functionally properly, so no idea what happened there.... I guess there is no bugs then lol, my bad!
