Bebop's Sticky Bomb T3 upgrade states that it provides a speed and fire rate buff for 5 seconds, but both effects actually expire 3.5 seconds after the initial cast (the same duration as the fuse timer). This is true regardless of whether the bomb is placed on Bebop, an ally, an enemy, or whether it explodes prematurely due to the target dying.
