Reverb spirit lifesteal is not reduced vs NPCs (2.5x stronger than it should be)

In this clip, a 489 damage Kinetic Pulse (with Reverb imbued on it) heals for 180, which is ~37%, which is the full value of the spirit lifesteal of Reverb. That's bad!!! Spirit lifesteal is supposed to be (and usually is) reduced to 40% effectiveness vs NPCs (so 14.8% in this case, or about 72 healing instead of 180).

Also, and this might be related: the healing from spirit lifesteal from Reverb is not added to any of the Healing stats in the post-game, which has probably resulted in some drastically understated heal values in my games (I get a ton of heal from Reverb while playing Kinetic Pulse dynamo).
 
bumping this for attention since it’s a fairly major bug (I’m getting way more healing than intended just from clearing creeps)
