Rapid Recharge/Witchmail bug

The interactions are inconsistent between witchmail and charged abilities. Some times it reduces the internal cooldown of how long to wait between charges, but other times it only reduces the cooldown of the ability charge. During an AverageJonas stream when looking at these interactions, I noticed Witchmail on Dynamo reduced the cd between charges allowing a stomp every 2 seconds. However after buying rapid recharge Witchmail didn't reduce the cd between charges and only reduced the cd of the stomp that was used meaning he could only stomp the normal 3.5 seconds.

So after further testing I noticed that if the cooldown in between charges is under 4 seconds (GT arrow, Shiv knife) witchmail can not reduce it however if the cooldown in between charges is over 4 seconds witchmail (Inf dash, Ivy Kudzu before Rapid Recharge)will reduce the time between charges, but non charged abilities with under 4 second cooldowns will be reduced. Witchmail also can trigger to reduce some ultimates during channel but not others. For example witchmail will trigger during Bebop Ult channel and reduce it's cooldown, but not during Dynamo Ult channel. TLDR Witchmail isn't very consistent and it's kinda hard to know what is or isn't intended.
