rank doesnt change at all

i play much in deadlock last 2 weeks and i realize that my rank doesnt change. doeant matter if i win or lose it stay the same. my rank it initiate 2 from calibration to nowadays, every day i watch if it change after but it doesnt happen and it always initiate 2

You need to go on win streaks. not 2-3 wins, think 7, 8, 9, 10 win streaks if you wanna go up fast. play with a group to make it happen.

But also learn more characters, optimal builds and movement tech. I was in initiate months ago and have seen how players move, their lack of awareness, and overall lack of understanding objectives. Alot of players stay stuck in initiate if they don't understand both their character and the game. People in the lower ranks tend to play more passively, or don't rotate when needed.

Playing with a coordinated team, even if it's just 3 of you, makes a world of difference.

Having this same issue, same rank. Read your post, and paired with a friend to go on a 9 winstreak on Lash, carrying the majority of games. I haven't moved at all whilst my friend went from Initiate IV to Seeker II.
I think it's genuinely bugged. I've played a lot of competitive games (Overwatch Esports, League, Rivals) all with different match making, but I've never seen a game that doesn't move you out of the second lowest possible rank after winning 9 times in a row and doing well in all matches.

Play more heroes. It's just not just win streaks. You notice the lil up arrows on each hero in your skill rating?

You get weighted on a per hero basis. Go on win streaks while winning with more heroes, doesn't need to be all of them but get your core skill weight up in genera for your roster and you'll go up faster. I went up extremely fast during the holiday challenge since I got it done rather fast and the weight went up on each hero versus the amount of games I've played ( close to 1k matches)

I do agree the matchmaking is bad and the skill rating system is very rudimentary. It needs to consider not just wins but average K/D, Denies, Souls collected( to a smaller degree). Going on just wins is an awful system since by no fault of your own you can get players much more skilled on the enemy team, or just impossible to fight team lineups in the endgame with victor, haze, and wraith all on the enemy team.

I did the Holiday challenge and completed it within a handful of days with little to no issue, still no movement. I'm not trying to insult you, but I don't think you're correct. I've been told this, and the exact opposite by people who are supposedly in high ranks. Also I play a variety of heros, Lash is just my most consistent. My brother, who only plays 2 heros (Infernus, and Viscous) has far less playtime than me, and is Seeker 3. The ranked system is just broken, which is understandable because its new, but I think it's weird for people to try and claim otherwise.
