Both Essence Bomb and Malice state "sacrifice some of your health" and they mention "9% Health Cost" and "30% Health Cost" respectively, but they do not quite work the same way.
Essence Bomb's health cost is equal to 30% of the ability's base initial damage while Malice's cost is equal to 9% of Lady Geist's current health.
Another thing is that currently Essence Bomb is missing Spirit Damage icon next to Health Cost and doesn't mention spirit scaling.
On a different note, while the new change to Lady Geist's Essence Bomb Health Cost is interesting, it may be a little bit confusing, especially to newer players.
In my opinion it would make more sense if the health costs were standarised and if both abilities' costs were based on either Lady Geist's current health, initial damage, or base values with their own individual spirit scaling.
