Hello,
Kelvin is by far my favorite character, I enjoy him a lot. The biggest issue I have with him is with Frost Grenade.
Mid/Late game frost grenade offensive capabilities feel so bad, it's pretty much limited to a meh heal. Offensively, the slow effect is barely even visually noticeable, and it's an incredibly weak nuke even when maxing spirit. Worst of all, you can't use it at all while channeling arctic beam, so it just feels incredible bad. A lot of the time I want to throw a grenade to quickly finish someone so I can focus the beam on someone else, but you can't while channeling which causes the kit to feel like it's conflicting with itself and not cohesive at all.
My recommendation.
Allow people to throw grenade while channeling arctic beam, remove the healing component he already gets a heal with Frozen Shelter, and improve either the slow or the damage of the grenade. Also, my biggest thing I would like is some kind of cohesion with his offensive skills. For example, allow people to shoot the grenade mid air with arctic beam to perhaps cause ice shrapnel to spread in a good radius. That would make his kit feel more cohesive and fun, and add a new dynamic option to a character kind of lacking in it currently.
