Items show as cooldowns, but aren't affected by cooldown reduction

Spirit Rend, Siphon Bullets, and Escalating Exposure all show as cooldowns, but work as charge ups. It makes sense they shouldn't be affected by cooldown reduction, but there's nowhere saying that they aren't until you buy cooldown reduction and see.
