Is Active Reload working as intended right now?

I've played a few games as McGinnis/Graves in Brawl and noticed that Active Reload is acting a bit off. Before it used to reload your mag instantly in the green segment of the reload phase and you didn't have to wait before firing. Now, when I hit R on green, the red circle line indicating reload time just resets and starts over with no green. I tried looking for this item and hero in the patch notes to see if anything changed but it doesn't seem like it. Am I missing something?
 
Are any of the people having the issue using mods? If yes, try disabling them. If not, any chance you have a clip of it happening?

You are likely reloading too quick, and hence before the game has a chance to acknowledge you are fulled reloaded, you reload once again.

Valve should make it so that you are able to reload UNTIL you have one ammo missing, in case of weird fire rate additions to the game in the future (characters do be freaky like that). Perhaps you could still bug exploit, but then you'll be screwing yourself over, on purpose.

Probably intentional to allow reload to get item effects. Thing is, over-loaded by something like Vampiric Burst still prevents reload from happening.

They probably should allow reload only when the item is ready (not on cooldown).

I see, so it works with Wraith's unlimited ammo + the unlimited ammo.

Actually, yeah, you're right! It should be available when the item is ready.
