Thought I'd help summarise what we've sort of confirmed so far, for anyone else coming across this thread:

Now for the bad news. As of writing this, it looks like they've disabled family share on Deadlock again. So if you currently don't have access to the game and didn't already play it via family share, you'll probably have to wait for the devs to finally fix the invites or for them to re-enable family share.
- If you don't own Deadlock but played it via family share (for at least 2-3 hours?), the game will be added to your personal library in about ~1-2 days. This seems to be the only known "fix" for people not getting invites because of the family share issues
- As of writing this, it seems invites are still not working for people who are family sharing with someone who already owns (and has played?) the game
- Disabling family share/revoking access does not help in any way
- You can try posting your steam account on the forums or discord, but its unlikely you'll get help from a Deadlock/Valve dev. I've only seen a few people successfully get help like this on the discord
- Steam support doesn't help either
Workaround:
- If you really want to play - inviting an alt account works, as long as that alt account is not family sharing with another account that has the game
- You can then family share to your main account and play via family share (this will then help you receive the game on your main account, which is the only known "fix")
- To receive an invite on the alt account, it can't be a "limited" account - I think you have to spend at least $5 on the account (you can just gift your main account something, for example)
