Robby is a concept based around a bank-robbing, heist-pulling goofball
For his Weapon, he would have a sawed-off shotgun. His left click would be a normal pellet blast similar to Shiv, while he would have an alt-fire that would expend all of his ammo instantly, in return for a huge blast that scales with the amount of ammo used on it.
1: Stick 'em up!
An AOE ability (a-la Rem 1) that temporarily disarms enemies for a few seconds, forcing them to put their hands in the air. Robby would gain Ammo for each enemy hit by Stick 'em Up, with the potential for it to overflow above his Max Ammo.
2: Get Away!
Robby Gains Movement speed and slow resistance for a short time, this effect is enhanced if he is running away from enemies. This effect ends once he deals damage to an enemy. Upgrading this ability would give dodge chance and partially refresh Stamina.
3: Empty Your Pockets!
A Passive that gives Robby 3 on-melee effects. The first being a Backstab-passive, that applies Healing Reduction and Resist shredding to enemies looking away from Robby when they get punched. The next effect lets Robby steal a portion of the unsecured souls from enemies he Melees. Finally, his last effect is that his Melee deals bonus spirit damage scaling with the amount of unsecure souls he has.
4: Disguise
Click an enemy hero on the map to disguise yourself as them and gain a barrier. Enemies outside of a 20m range can tell no difference between you and their ally, but close enemies and the person you are disguised as can always tell. The disguise is also broken if the barrier breaks. On upgrade, the reveal range of this ability gets shorter and the barrier gets larger.
