I am not by any means good at creating abilities and have no idea how to do balancing so I'm not even gonna try
Gun: Sweet Melody, an enchanted soprano saxophone that fires music notes as Piper plays. No clue how this would be implemented, but fast fire rate with the gun sound being rapid warm-up scales or improvised music. Reload animation could consist of adjusting the tuning.
1: Face the Music, target a single enemy and make them walk towards you for a short distance. While approaching you, they are disarmed
2: Artistic Blare , a close range blast of sound, deals low damage in a cone and pushes enemies back, similar to OW Lucio's boop, low cooldown?
3: Join the Band! Turn enemy candle troopers into allies. Works in a small radius. Turned troopers have a green/blue flame to denote Piper's influence. Enemies still score souls off of troopers while turned, like normal. Could be a temporary effect that is turned permanent at the +5
4: Strike 'em Up! Summon a magic band of musicians to rally and inspire allies. Allies within radius of the music receive increased healing, fire rate, and cool down reduction. Enemies within the radius become slowed.
A Fate's Tale: The bright lights and swingin' sounds of New York city called to many hopeful musicians, though none more ambitious than Piper. Emerging from a rift in the Appalachian fae realm, Piper has been to many towns wearing many faces, enchanted by the beauty of this world. If, along the way, they encounter a soul simply to fascinating to never see again, well, the Band always has room for one more.
TLDR: a fae pied piper on the soprano saxophone who hypnotizes and kidnaps interesting people to add to their merry Band. I think it would be fun if they had a masculine transatlantic accent that was 100% fake that they sometimes drop it for comedic effect
