With the Doorman, I can see his taunting remarking on how she likes to think she's better than Drifter but they are ultimately one of the same. She's profiting off his atrocities and likes it. It could even play into her killstreak lines where she starts revealing in the slaughter before apologising.
Now with the abilities:
2 - Flash News
I have seen many flashbang suggestions with a lot of hero concepts. Now, the game doesn't have one despite having so many abilities and Valve absolutely knows they exist. I think they aren't in the game for a reason. Still, it could exist eventually but the fact it doesn't is telling to me.
You phrased it weirdly so is it more like Doorman's Bells? Because in my head, I thought it was more like a cone effect starting from her. So it's a projectile that you shoot to activate? While I can see how useful this is, I think the ability to blind people makes more sense if its a high risk close range option over something you can possibly spam over distances.
3 - An Illusion of Power, an Illusion of Utility
I quite like holograms. I used them in Halo Reach, Titanfall, and Apex. However, they aren't actually that good and usually the weakest option especially in games where the TTK is not tiny. They can work in a game where a single distraction leads to your death as you die in 1 second. The problem with decoys is that they are strongest with people who know nothing about the game, but become basically useless against players who have some skill or communication.
The good? It copies your movements so you don't run into the problem of decoys not moving like a player. That is a big problem with decoy abilities in general.
The bad? It only lasts 3 seconds and would be incredibly obvious as most would see you run...and then see you run from the same spot. It would work best for someone who lost sight of you OR someone joining a fight, but it only lasts 3 seconds. They can wait that short of a time to just have it disappear. The capabilities of the ability evaporates in any team with communication as they can just say "Decoy"
It's also something you can't send out to bait people as it copies your movements. This is good as it forces you to actively play to get use out of it, but makes it less useful as you can't send it out of cover to bait a shot from a Venator or Vin ult for instance. And they would just know its a decoy as that copy will just copy the movements you just did. Sure, you might argue "heat of the moment" to say you might get some effect out of it but I don't think it's good enough.
I can see it becoming better with upgrades (that increase its duration or give it some effects) but I don't think it would be terribly useful overall. Again, love decoy abilities and am a fan of characters who use them. Just think what you described seems incredibly weak or niche. And becomes a dead skill in higher skill play.
Buying duration items could solve that duration issue, but that becomes a tax to make an already weak ability slightly better. Money is useful so why invest into an ability that won't be useful in above low-skill play?
4 - An Ult that is Worth a Thousand Balance Changes
The 4 is the most interesting part of the kit and having a duration on the picture is good.
You didn't answer how you'd address how you can abuse this for resets. Again, take a picture before a fight. ANY fight. Fight starts. Reset so now everyone is back to full HP. Sure, it lasts 30s but its still a full heal to everyone. It allows for suicidal dives without much cost if you just time it with them.
You covered the idea of using it to reset to your base, but what's the point of resetting to the base when it's already a full reset (you don't need the healing) and just reset in front the enemies' base?
You can just take the picture right before a fight. Any fight. The ability to heal an entire team to full is insane. No ability in the game can do it. So even with a duration of 30 seconds, that's enough to win a teamfight. What is this? An OW Mercy ult?
You could hypothetically have guardians prevent pictures taken in an AOE, same with their base so you can't take a picture right before a push to just reset near the enemy.
It also brings into an issue of player agency. Taking control away from someone can suck. It's why stuff like the Cube allow the player affected to cancel. You can grief/really annoy people by taking their picture and then moving them randomly later. Now in a coordinated team, this is fine but with randoms, it could be really annoying to forcibly taken out of a fight.
Again, really interesting idea and I can see the uses of it, but without more details it seems incredibly unbalanced.

Deadmock to make a character sheet with all her abilities. Having upgrades would be good since it could make an ability more interesting and useful.
The camera could be named Memory Maker. Deadlock weapons tend to have clever or funny names.
