game "vibrates" when i have arcane surge buff

i am experiencing this as Seven(did not test with other heroes), during a matchmaking game. i could not reproduce this in the sandbox mode, and it won't show during replays either. it first starts as just my character model doing this vibrating thing, but i swear my whole screen starts vibrating at some point.
