Friend not receiving invite

I have tried to invite a friend for about a week, he has checked his email and steam notificcations. I do not know what the issue is. Is there a way to contact the devs or anyone to have an invite sent directly to him?

I tried to get some help from the community and I was told that his account having Family Share on could be the cause of the issue.
