no buddy its the game that is broken not windowsI found a fix for me. It was a broken windows update that impacted some Nvidia cards. They put out the results of an investigation that they did. If you google it, it'll pop up.
How to uninstall the Windows update:
I bet that this will fix it for you. It did for me
- Go to Settings > Windows Update > Update history.
- Select Uninstall updates.
- Locate KB5074109 and select Uninstall

This seems to be the most problematic frame spike. As it has nothing to do with your hardware, both my cpu and gpu are generally working under 70% for the most part. When this stutter hits GPU usage drops to around 20% meaning, engine just stops rendering for some reason.
This is the biggest stutter issue so far. There are other errors and logs but this is the one causing highest spikes.
And i am on windows 10 so it can't be a windows 11 update in my case. Its a stable windows 10 last version.

Could be some nvidia bullshit maybe, just had the game crash my entire PC, looked into windows log and it was nvidia driver that caused the crash.I wish that were true, but wouldn't that make everyone in the same game server suffer from this issue?
I only have friends experiences for reference, but they all have worse PCs than me, similar network, and none of them experience this issue.
I've also seen someone say it's only an issue with RTX GPUs (mine is 3060ti) but idk about that theory.
Do you and your friends play from same region with same ISPs?I wish that were true, but wouldn't that make everyone in the same game server suffer from this issue?

I also have 3060ti, and i don't think problem is the GPU. I monitored it for over 10 games, nothing bottlenecks or ever reaches max usage.
Something is causing the engine to stall. When a stutter happens GPU usage goes down, meaning no draw call is happening. This cannot be a hardware issue. Its obviously either network or some software issue, but even then i literally closed down every service and background app with no luck.
As far as i tested it heavily suggest network prediction issues, meaning the client or server predicts certain information and it just skips those frames where it couldn't satisfy it. Well not really skip but stops rendering, and then game complains marking those frames as unaccounted.
Idk its weird, my friend also doesn't suffer this issue, but again he lives in another city than me so it can still be network.
If it is related to system/hardware, i tried everything at this point. There is no real reason for game to stop rendering entirely as far as what i am looking at on my end. And we see this issue on highest end of systems too. It doesn't help that source 2 is known to do this, dota also could cause massive frame issues related to network and jitter.
