Fleetfoot Passive doesn't work on Ivy

The passive effect from Fleetfoot (ignore m/s penalty while shooting) doesn't affect Ivy.

With or without Fleetfoot, Ivy still gets -3m/s while shooting. I tested on McGinnis, and she does get its effect and ignore the m/s penalty.

Also, it seems Ivy has the Fleetfoot effect baked in that lets you sprint while shooting - as long as you don't hit anything. But the effect to ignore m/s penalty when hitting an enemy is impossible to get for Ivy, with or without Fleetfoot.

Ivy does not lose move speed while firing. It's an innate passive of hers. What you do lose in combat is sprint speed. If you have Sprint Boots you will lose that 2m/s even with Fleetfoot. This is observable on other characters with Sprint Boots and Fleetfoot.
