Is it supposed to work like:
If you have a bullet/shield, and it gets broken, and you use an ability like Diviner's Kevlar, you don't get the new sheilds while the broken shield cooldown is counting?
Really annoying that you can have one of the orange 500 items that give you a tiny shield, and it gets broken so your Diviner's Kevlar gives you 0 instead of 700 shields
