In this case Counterspell was triggered by a heavy melee?! while item description implies it has to be a spell.
It could have triggered from Torment Pulse but that is very difficult to see in this scenario but again Torment Pulse is also an item and not a spell unless that is clearly stated somewhere that items are spells, this only brings forth confusion.
I agree it should work on things like knockdown for example but not on something passive like Torment Pulse.
It is also not stated in the description of the item that it resets parry on a successful spell parry.
This also adds to the confusion on how this item works exactly and makes it relatively overpowered even tho you can't block a spell anymore but people will think your parry is on cooldown and still go for it. (Could be me having a massive skill issue but still)
It has also come to my attention that parry cooldown gets reset on successful parry against a creep?
At first when I looked at it I thought my alt fire triggered Counterspell but didn't put it on cooldown but did reset parry cooldown but after testing it was the creep hitting him and thus resetting his parry cooldown.
I think this is just a little bit stupid really just never melee when a friendly creep is attacking your enemy, They can bait however long they want with that minion resetting parry for them.
Biased opinion: I don't think Counterspell should reset cooldown of parry on successful spell parry but passively reduce the parry cooldown instead like Rebuttal. It should also not work on passive items or items with a recharge but do work on all active items.
Below I have a video showing both perspectives of this odd, it was a cool fight tho.
