I genuinely like the item Splitshot since its probably one of the most unique items that change how you play a character and has decent synergy with some items like Armour Piercing rounds and generally making farming more efficient for some characters, but its just so insanely broken and buggy in so many ways it is ridiculous.
List of bugs I can currently remember / I know of (There is 100% way more)
1. Completely breaks on Shotgun based characters (They deal 0 Gun damage until they activate it, and all characters take 0 Shotgun/Pellet based damage while they own the item, or if they use a Shotgun weapon if they never activate it after purchasing) [EXTREMELY MAJOR BUG]
2. Completely breaks visually on Bebop.
3. Paradox' Kinetic Carbine functions extremely odd, where all but the rightmost bullets from splitshot deal 7 bullet damage, but the rightmost bullet from splitshot deal the 80 spirit damage but no weapon damage. Basically it doesn't function and breaks Paradox' Kinetic Carbine.
4. Splitshot headshot damage triggers headshot items, the visual damage indicator for headshots, but not the bonus headshot damage. Not sure if intentional or bugged.
5. Doesn't work with Hollidays headshot passive, it still triggers the headshot effect and sound, but it deals no bonus damage from the passive and instead deals bodyshot damage
6. Visually the bullet trail of Restorative Shot and Mystic Shot are applied to all Splitshot bullets, but only the main bullet actually triggers the effect.
7. Bullet effect items that have a cooldown/can only trigger once per bullet such as Siphon Life and Tesla Bullets always prioritise the rightmost hit enemy, triggering the effect on them instead of any other if more than one is hit in the same shot. Not sure if it really matters but technically might be better to ensure its randomised instead of rightmost. E.G If you hit 2 or more enemies with a trigger of Siphon Bullets or Tesla, the bullet effect triggers on the rightmost enemy always. [You still only apply the effect a single time per bullet, which is good]. The Rightmost effect might be related to Paradox' Kinetic Carbine bug aswell.
8. Splitshot quadruples damage against enemies with return fire if you are using a shotgun based item. [I think this was randomly hotfixed a few days ago? Can't confirm it since splitshot is giga bugged with shotgun based weapons again anyways]
I can't think of anymore rightnow but I'm sure there are more. This item just needs more work before we can use it again since it's had an extremely gamebreaking bug everypatch since its been introduced.
