I've noticed that in some games Compressed Cooldown doesn't apply. I noticed this in game so I bought, sold and then bought the item again because after buying the item the cooldown on Rising Ram didn't get reduced. After selling and rebuying the item, it still didn't get reduced
This is not a bug with the replay, as I noticed this happening during the game

Tested in Explore map and it might be just the tooltip not updating if you buy the item while dead. The tooltip doesn't update even when you respawn.

Despite still saying 30 seconds, the effect of the item was applied properly. Clip of me using the ability and the cooldown being reduced despite the tooltip saying the cooldown should be 30 seconds
