This feels a little too weak actually. If someone is spamming headshots on you repeatedly, only reducing one of them might not be enough (definitely works better against someone like Holiday). IMO, for one idea, this could maybe function like plated armor where it's a % chance to have the crit...
I really like this idea, but how does it work if someone doesn't have 12% resist? does it make their resist go into the negatives? 12% feels relatively balanced for a T3, especially with scaling so I definitely think this would be a solid item if the stats were a little more defined (like range).
