Resist Stealer - T3 spirit

Active item,
Steals 12%/12% of spirit resistance/bullet resistance. With a scale of 0.06 (with 100 spirit, it will give an additional +6%/+6%).
The effect lasts for 8 seconds.
Cooldown - 28 seconds.

There are no abilities, characters, or items in the game that steal resistances except for Spirit Snatch.
It is strange that there is only one item in the game and that no character steals resistances.
In addition, this item greatly boosts the capabilities of supports.
 
I really like this idea, but how does it work if someone doesn't have 12% resist? does it make their resist go into the negatives? 12% feels relatively balanced for a T3, especially with scaling so I definitely think this would be a solid item if the stats were a little more defined (like range).

In dota2 you can have negative resistances. I believe they follow a lot of the same dev philosophy with deadlock so I assume as we get more and more resist shred in the game that we will see negative resistances.

Yes, I didn't mention it, but in my mind this item should create negative resistance.
I just threw out my idea, and if the item is implemented in the game in the future, it will obviously be changed to some extent.
