Yamato Cooldown reduction bugs

So, i just played Yamato and noticed something. Her ult says that while she is in her ult, the cooldown of the abilities is reduced by 60%. however, this cooldown reduction never happen, wich dificults playing with her a lot. Also, her "3" abilitie, at the moment i noticed, had a "12,8 seconds cooldown" and a upgrade that reduces in "9 seconds", and still, her abilitie had 4,8 seconds of cooldown anyway. Does someone can confirm this bug? or its a visual bug on her ultmate and she do not reduce cd by 60% while in ult?

That's not what the description reads.

"your abilities are refreshed and are 60% faster" - Cooldown is not mentioned, they just perform faster.
