Should be super fun to use! I can imagine a lot of characters who might like this.

Too powerfull for 1250, any disable is now 20% more efficient after a single bullet. It`s basically +20%(or more) duration for stuff like Mo & Krill ult AND it works on allied spells too. Duration Extender crying in the corner

It is too powerful you're right. Let me change those numbers up. Maybe it should be reworked to be a 3k item but I'll see if it works as is. As far as the effect goes though, I'm cooking right?
I'd probably say remove the base 20% entirely, increase maximum stacks to 10, and reduce the max rate to 1.2 seconds.

It really doesn't need to stack at T2. Bullet Resist Shredder and Spirit Resist shredder don't. Honestly, a simple -15% debuff resist would be just fine.
You could make another item that upgrades this to make or stack up, but this in and of itself should not at the price point it is at

I don't think mimicking soul shredder and spells linger headshot that closely is that interesting. This changes it a little in a way that encourages you to continually shoot them to build the Debuff, which I think is better. This also definitely takes away the comparison to duration extender.
Do you like the choice of amp for the vitality shredder though?
