I've never seen that. This game is actually unplayable in Europe now. For the past 2 weeks or so every single match I play my team consists of slavs who don't communicate or just spew slurs randomly while blatantly throwing every single match.
Have a good start of your match? One or more of my teammates will just abandon and everyone leaves.
Having a horrible match? Don't worry, Boris and his friends will die 10 times in 6 minutes and keep doing it.
Not to mention the INSANE amount of empty accounts blatantly cheating.
I'll never understand why Valve doesn't address it at all or why we even have slavs in EU servers??? Who wants to play with them?
