Alright, if you hold down M2 with Viscous normally, no items, you get a consistent delay between each shot, and he starts shooting immediately after a reload.
However, if you buy Active Reload, empty your clip, hold M2 during the reload, and hit R with the correct timing (to trigger Active Reload), then the first alt-fire shot will come out immediately when reloading is finished, but the second shot has this huge weird delay that none of the others have.
