weird "artifacts"?

after the update, every time i'm close to something (heroes, some models ecc.) or some abilities (see photo) i see this weird "artifacts".

i tried switching graphical settings and tried switching vulkan and directx back and fourth but nothing changed.

before the update everything was normal, i don't know if my pc is the problem or something changed in the game.

Its a new dithering effect theyve implemented, afaik its intentional. I think it looks terrible though

I don't think so, because I saw other people who didn't have this "problem" (or at least not so visible)

some abilities are lowkey really hard too see (like the paige ult image)
