Viscous on ult with magic carpet?

I just finished a match in which Viscous used his ult and magic carpet at the same time. I checked if it was a legal move, but there's no way to do it in the test game. How is that possible?

Sorry, I forgot to add the time. One such moment is 31:43 (game time). When he uses his ult, his carpet item glows ready to use, and then he actually uses it. When I tried to perform a similar combo, the item glows as unusable. It also has a description that says "Abilities cannot be used while summoned," so I'm even more baffled as to why he was able to do it.

Yeah that just means he upgraded ball to the max level. It lets you use items and abilities while in the ball.

Carpet cancels if you use abilities afterwards, but if you use abilities before carpet, then it's fine. Carpet ball is a pretty well-known tech, but it's not used as often in favor of phantom strike.
