the idea that victor is a late game spirit carry is a cool idea on paper, however doesn't work that well, especially in higher elo games, the change I propose is that his aura of suffering deal true damage, similar to venator's kit, however reduce the damage on the ability greatly, I think it'd be good to keep his spirit scaling on it to incentivize him building spirit, but a boon based scaling would work too, this would make it so that he able to keep pace with the game and not be hard shut down by enemies buying spirit resistance.
