Ira Domini doesn't apply lucky shot but does apply capacitor which is shown in the image. It also applies armor piercing rounds and is blocked by plated armor. Other bullet effects like build ups or mystic and restorative shot are also applied. So are disarms and metal skin, so I am assuming this is a bug that lucky shot doesn't trigger.
