Extensive testing done in the video below.
I found out by messing around the Enhanced Ricochet removed the Blessed/True Damage from Ira Domini (Venator Ult) whilst further than 21(22?) meters away.
(You cannot increase the range from ability range nor sharpshooter.)
The "80% ricochet chance" does not matter, after testing for a long time statistically the 20% would have occurred, but did not affect the third stake appearing. The presence of Enhanced Ricochet is enough to bug Ira Domini's third stake.

NOTE:
The third stake not doing Blessed damage also occurs if your Ira Domini has not gotten the "All stakes are blessed" upgrade yet, it always happens with third stake regardless.

The bug is circumvented with any of the following typical or enhanced versions:
High-velocity Bullets
Express Shot
Piercing Rounds
If typical & enhanced Weight Shots is present only the following items circumvent the bug:
Typical Express Shot
Enhanced High-velocity Bullets
Enhanced Express Shot
Enhanced Piercing Rounds
To me this concludes that 0-20% bullet velocity does not circumvent the bug, but somewhere between 20% and 50% is enough to make the bug no longer occur.
Express Shot functions differently regardless of -30% bullet velocity being applied from Weighted Shot.
[Item] Cooldown does not affect Expres Shot's circumvention, it's presence alone does enough.
