Trooper souls turning into unsecured souls

Basically the title. At some points during the game when killing troopers, the souls they give turn into unsecured instead of just adding it to your balance. I don't know how to reproduce it but I think it only happens if you already have a bag of unsecured.

I'm not entirely sure if this is intended but if it is after rereading the soul changes in the patch notes I couldn't find anything.
