Tier 1/2 Counter to Flyers

Flyers can feel very oppressive in lane when your only options feel like Knockdown or to play hide and seek. What about a T 1/2 item that either slowly drags an airborne player down the longer they're in the air, or reduces their airborne agility (movement/dash speed) by like 10%? Call it "Lead Boots", give like +5% Ability Range and have it build into Knockdown potentially.
