So I feel like Deadlock is lacking a bit in the very feminine-heroes department.
I'm talking dress-wearing feminine designs. We have Lady Geist, Vindicta, Mina and some would argue Paige. And that's it. We do have the introduction of the punk-feminine Celeste. But I would really advocate for some more elegant-feminine characters.
So I'm gonna suggest a hero idea: The Witch. (Girl or guy, honestly wouldn't mind a feminine guy to be introduced to the rooster, and witches can be both men or women, it's not a word that means one thing or the other.)
Skills:
Mainly a artillery spirit-type hero, they should look and behave frail but powerful.
4(ult): Witchin' Hour, Supercharge the next ability you're using.
1: Witch Bolt, Launch a small aoe-missile (lady geist-sinclair-wraith type deal) Can be upgraded with ult to launch several (6-7?) in quick succession.
2: glamour/body hex:
- On enemy: Shrink character, decreasing their size, movement speed, health and melee damage. ULT: Shrinks the character so small they're stunned for 2 sec, before they grow to original size.
- On Ally: Grow character, increasing their size, movement speed, health and melee damage. ULT: Increases the size of character to 3x size? whatever makes sense, increasing the melee, movement, and health, but also hitbox.
^Honestly don't know if they should just be two different spells, but thought it was very witchy spells, and didn't want to give her/him the "slowing" or "silencing" hexes we find in game shop.
3: Levitation?: Used on self/ally/enemy?: They float like vindicta, so make spells easier to hit, but also make it impossible to slide, but only fly. Ult: Makes their staff into a broom and fly faster (like magic carpet)
Don't know if the 3rd ability need to be a damaging ability, but you could probably also make it throwing like a stone or something. Idk.
Anyway, lore could tie into Vindicta (since she was a witch, but resurrected.) or other magical characters in general.
For lore you could center it around their coven. (Witches loves their covens afterall) trying to maybe resurrect someone who died, they often come in 3s (the maiden, mother and crone, 3 sisters/triplets whatever etc.) Or they are looking for power to stop the potential threat of entities trying to enter this world.

For the design, smart to make a semi-long to long dress so you are ready to implement cosmetics down the line that can be longer dresses than the miniskirt that all the girls (besides Geist) are currently sporting. If you do it early you have made the tools to make it much easier later down the line. (boning, if you wanna do it like that, or shaders) I know there are some clothing physics currently in the game, just meant to handle bigger skirts is all, since it seemed like a lot of it have been bound to the skeleton of like legs (like lady geist and vindicta) or just static (like mina and paige). :>
