I have having the same bug. It actually shows 2 charges but the description says gives 1 extra charge. I am not sure whether the ability T3 has been changed or there is some miscommunication in the patch notes where this was not described.

It's just a bug with abilities that gain charges from Tier upgrades., they gain one less charged than they're supposed to
