Wraith cards granted by Extra Charge / Rapid Recharge are neither fixed nor drawn from deck

Repeatedly buying and selling Extra Charge or Rapid Recharge will generate random cards (unlike T1 upgrade, which is fixed). These cards are also not subject to the 2-deck mechanic introduced this patch.

This makes it possible to "fish" for a specific card when buying these items, and it is inconsistent with how cards are usually obtained.
