Stand on a high ground (~3 character heights or more). Pick a target on low ground, and throw them towards the very edge of the high ground. They'll soar.
Easiest to do on the bridges at each lane. Just aim at the edge of the bridge closest to the target.
Personally I think the tech is interesting, but it far exceeds the normal strength of the ability, so I'm reporting it as a bug.
